Legacy conversion and redesign of comprehensive time & attendance system

Background

In 2001, Mind Over Machines (MOM) was contracted by the National Institutes of Health (NIH) to complete the conversion of modules of the time and attendance reporting and tracking system. The system, the Integrated Time and Attendance System (ITAS), needed converted from an obsolete client-server system to a web-enabled application.

The Problem

MOM’s contract was not scheduled to begin for one week when the incumbent decided not to complete its transition plan. Immediately upon discovery, MOM was called and within a few hours was on-site and provided rapid management and technical support. MOM’s quick response enabled the PSC to provide uninterrupted service for all of its supported employees.

The Solution

Under extremely aggressive deadlines, MOM quickly mobilized a team for analysis, design, coding and implementation of several ITAS modules, insuring the incorporation of legislative changes in Federal timekeeping regulations. ITAS was developed using Java/J2EE, JSP, SQL Server, MVC architecture, HTML, and some JavaScript. Development also required knowledge of HP Bluestone, Sapphire, detailed JavaScript, and client/server concepts.
MOM’s team:

  • Managed the successful implementation of several module conversions.
  • Developed detailed Requirements and Program Specifications.
  • Used Object Oriented programming.
  • Developed code for the conversion.
  • Modified code to be J2EE compliant; modified all Java code to use Struts.
  • Designed web interface.
  • Coded complicated SQL Server stored procedures.
  • Clarified and documented complicated Business Rules for Leave and Pay types.
  • Implemented new and corrected existing Federal Regulations.
  • Documented source code.
  • Developed and maintained an issues database throughout life cycle.
  • Overhauled system configuration.
  • Assisted with testing and implementation.
  • Assisted in porting modules to SQL 2000.
  • Supported 508 compliance regulations.
  • Assisted with Help Desk reported issues.

MOM completed the conversion of several system modules and continues to maintain it and build enhancements. ITAS now supports over 60,000 Department of Health and Human Services (DHHS) employees including all of the NIH’s 27 research institutes and centers. Other government agencies are interested in implementing it.
